Minimum of 5 years of professional experience specifically in Public Finance Management or Development Economics.
Experience with international organizations or public-sector consulting working with Ministries of finance is essential.
Deep understanding of macroeconomic outlooks, the political economy of reforms, PEFA/PIMA/TADAT diagnostics, and the technicalities of government treasury systems.
Proven track record of working successfully with African governments, consulting firms or major regional donor organizations.
Ability to explain complex fiscal concepts to non-specialists without losing the technical nuance; writing must be crisp, persuasive, and jargon-free.
Comfortable navigating the political sensitivities inherent in public sector reform and thriving in fast-paced environments.
A Master's degree (or higher) in Economics, Development Economics, Public Finance, or a closely related field.
Professional working fluency (written and spoken) in English is mandatory.
Understanding of French is ideal.
Strong analytical writing skills with the ability to produce high-quality, clear, and impactful documents.
Excellent communication, negotiation, and presentation skills.
Demonstrated ability and experience in designing and delivering training/mentoring for government officials or technical staff.
Advanced quantitative and qualitative research skills.
Proficiency in statistical and econometric software (e.g., Stata, EViews, R) and experience in developing and applying economic models.
Based in Sub-Saharan Africa, Middle East or Asia.
